The State
Route 76 Road Widening project encompasses the design and improvements
of 3.1 miles of the highway from approximately 1 ¾ miles east of
Interstate-15 to the Pala Casino Resort and Spa. The improvements consist
of re-alignment and widening of the road to its ultimate configuration of
4 lanes, in accordance with CALTRANS standards. Currently, SR-76 is a
narrow and dangerous highway. This project is intended to increase safety,
in addition to accommodating greater traffic flow.
The staff of Shapouri & Associates is currently working with
CALTRANS, County of San Diego Staff and the Pala Band of Mission Indians
to design the road improvements for the segment of SR-76, as described
above. The new design will eliminate dangerous curves and hazards, as well
as enhance the flow of traffic. In addition, our staff will coordinate the
provision of aforementioned on-site and off-site sewer and water
facilities, such as pipelines, water storage reservoirs and lift stations,
with the appropriate sewer and water districts.
Through improved river crossings and realignments, the proposed SR-76 road
improvements intend to enhance biological resources; any/ all impacts will
be mitigated through CEQA. Shapouri & Associates is continuously working
with CA Fish and Wildlife Service and the MSCP Staff to determine an
ultimate road improvement design that will positively contribute to the
existing impaired road alignment.
Currently,
Shapouri & Associates planning staff is coordinating with CALTRANS and the
County of San Diego to determine a suitable road alignment and design that
best fits the needs of travelers, while adhering to the surrounding
environment and existing constraints. Concurrently, our engineering staff
is working on conceptual grading plans, including cross-sections, quantity
calculations and structures, as well as completion of the associated
drainage analysis studies. All plans are being prepared in accordance with
CALTRANS standards plans and specifications and the Project Development
Process (PDP). In addition, the project will follow CALTRANS’ Project
Approval and Environmental Document (PA ED) processing steps for CEQA
review.
