EAST OTAY MESA SPECIFIC PLAN

The East Otay Mesa Specific Plan Area (SPA) comprises 3,000 acres and is located in the southwestern portion of San Diego County, immediately adjacent to the US/Mexican border.  The project consists of a Specific Plan for the comprehensive and long-range vision of the development of the SPA as a modern industrial and business center, in addition to low-density residential and open space. 

As a part of the East Otay Mesa SPA, the County of San Diego required the preparation of a comprehensive implementation program to address a range of issues from site planning to public facility and financing planning.  Due to the complex nature of this implementation project, a consultant team was employed, to provide a strong multifaceted advisory service to the County staff and property owners. Three of the six individuals employed were members of Shapouri & Associates staff. 

As a considerable part of the consulting team, Shapouri & Associates staff headed all project management, planning, civil engineering, cost estimating, data base management and GIS services.  Serving as the consultant team’s representative, AICP Principal Planner, Mr. Ali Shapouri, was responsible for all aspects of the project’s planning and attended all required meetings with the County staff and property owners throughout the entirety of the project.   

Upon completion of a project strategy and approach plan, our firm headed and assisted all necessary tasks to develop an integrated financing strategy in conjunction with a development/land use guidance system. The following is a summary of these tasks:

  • Preliminary review, inventory and development of several phasing scenarios

  • Analysis of scenarios with County Staff, City Staff and CALTRANS for the preparation of a single cohesive Phasing and Financing Plan

  • Planning and engineering of the associated road and utility improvements 

  • Close coordination with CALTRANS for the design and improvements of SR-905, SR-125 and the third border crossing

  • Development of application software established for the basis of the Land Use/Development Guidance System 

  • Completion of the East Otay Mesa Specific Plan

Due to Otay Mesa SPA’s location, highway facilities played an important role in the planning of the area. Our staff held extensive discussions with CALTRANS, County Staff and City Staff to develop the planning and design of the internal and regional road network, as laid out in the Specific Plan’s Circulation Element. The Specific Plan was adopted by the San Diego County Board of Supervisors on July 27, 1994.
