Shapouri
& Associates was employed to complete the planning and engineering of
the East Otay Mesa Generating Power Plant, with the East Otay Mesa SPA. More specifically, the Power Plant is located approximately
15 miles southeast of San Diego, near the base of the San Ysidro
Mountains, and about 1.5 miles north of the United States/Mexico border.
The 15-acre site is part of a 46-acre property northeast of the
intersection of Otay Mesa Road and Alta Road.
The
510-megawatt natural gas-fired, combined cycle facility was constructed to
be operated as a merchant power plant in order to be able to sell power
into the California Power Exchange, provide reliability to the San Diego
grid, provide ancillary services and sell power on a bilateral basis.
Major features of the power plant are two single-shaft, combined
cycle power blocks, with each block having a combustion turbine generator,
inlet air evaporative coolers, exhaust stacks, heat recovery system
generators and steam turbines. Other major components of the project include water
treatment equipment and cooling towers. Other facilities will include a
control room and administration building; air cooled condensers, storage
tanks, and a transmission switchyard.
