The
El Apajo Specific Plan Area (SPA) is located in northern San Diego
County, approximately 6 miles west of Interstate 15, within the San Dieguito
River Valley. The project consists of a comprehensive Specific Plan including
policies for the development within the 181-acre multiple ownership SPA,
compatible with existing surrounding communities and in conformance with the San Dieguito Community Plan, San Dieguito River Park Concept Plan and County of San
Diego General Plan.
Shapouri
& Associates prepared the Specific Plan and General Plan Conformance Report
for the El Apajo project.For the
Specific Plan document, our firm developed a comprehensive planning and
development framework through establishment of the following Elements: Land Use,
Circulation, Open Space & Recreation, Flood Control, Public Facilities and
Implementation.Each of these
Elements contains existing conditions/uses, project development goals, and a
list of objectives and policies to achieve these goals.

staff also designed a number of figures and tables to further illustrate
existing and planned uses within the project area.For the General Plan Conformance Report, Shapouri
& Associates
successfully detailed the project’s compliance with all applicable goals and
policies of the County’s General Plan, San Dieguito Community Plan and San
Dieguito River Park Concept Plan.The
Specific Plan was adopted by the County of San Diego on December 10, 1997.
