The
Christopherhill Project area consists of approximately 168 acres of land,
and is located in northern San Diego County within the 4S Ranch 634-acre
Specific Plan Area (SPA). The project is an amendment to the San Diego County
General Plan, San Dieguito Community Plan and 4S Ranch Specific Plan, as well as
necessary zone reclassifications, to allow for the development of 400
single-family and multi-family residential units, 3.5 acres of commercial use
and approximately 70 acres of preserved open space.
Shapouri
& Associates successfully formulated the General Plan Amendment Report
(GPAR) necessary for the implementation, development and approval of the
project. The report includes a comprehensive discussion of project issues
associated with the County’s General Plan, San Dieguito Community Plan and 4S
Ranch Specific Plan, as well as an analysis of the project’s overall consistency
with the goals and objectives of these implementing Plans and other applicable
Policies/Ordinances. In addition, the report includes a discussion of the
required infrastructure, public facilities and implementation permits necessary
for the development.
Throughout the GPAR, Shapouri & Associates
designed several graphics, figures and tables including existing and planned
land use maps, a physical features map, a location map and a sub-regional
context map. Shapouri & Associates also facilitated the requirements for all
zone reclassifications associated with the project’s land uses. The Christopher
Hills GPAR was approved by the County of San Diego in April 1996.
